I have a subsite that needs to move beneath a different top site to reflect the new organizational structure. All of these sites are within the same site collection, in fact they are all subsites beneath a primary site.

Will moving a SharePoint subsite disrupt any workflows created within the moved  site?

When you moving any sub site please keep in mind two things

1. Moving sub sites with workflows attached breaks workflow history
2. Moving sub sites breaks URLs and links

Does breaking Workflow history  means the workflows no longer work and need to be recreated or does it mean something else?

No workflow history is only to view your workflow history and even if you purge or delete that history, it should not effect the particular workflow
