Some of user's trusted emails going into junk folder

We're using Exchange 2010 and all of the users on our network are getting emails from people that they communicate regularly with put into their junk email folders.
On the Exchange server I disabled Content Filtering, Sender Reputation and Sender ID under the Anti-Spam tab, but it's still happening.

Any advice would be greatly appreciated, thanks in advance.

Check the headers of the messages for an SCL value. If that is present then it is being done by the server. If there is no SCL then the problem is with Outlook.

There is an SCL value present.
Why would the server be assigning the message an SCL rating if Content Filtering is disabled?
Should I completely remove the anti-spam agent on the server?

I have seen third party software also assign SCL values - Trend was one that came up just last week I believe.
After disabling the content filter, did you restart the Exchange Transport Service?
