Outlook 2007 Adding Contacts to Public Contacts Folder

ok so we have exchange 2010 that has a public folder setup for public shared contacts. In outlook 2007, We are having trouble adding contacts directly into the public contacts folder. When i open the public contacts folder click add new contact it only will create the contact in my local personal contacts and not inside the public contacts folder. I have to do an extra step and then either drag or edit move the contact into the public contacts folder. Has anyone come across this issue before?

Is the new PF created as a Contact folder ... if not thats wrong

the issue was that the current contacts folders were restored from the old server during our latest server upgrade. I recreated each contact folder and copied all the contacts into each folder. This fixed the issue and we were able to add contacts directly.
