You mean the actual name?  Or the URL?

SIte Actions - Site Settings - Title, Description, Icon should be the place

It is to change the option to resolve the issue of two users with the same username logging into sharepoint and getting an error message. The solution is to edit the site naming format as per http://binh-duong.blogspot.ie/2007/06/your-personal-site-cannot-be-created.html

So this is specific to MySites?  If so, this is a configuration option.  Go to your User Profile Service App in Central Admin, and under the Setup MySites link is a config option to resolve user name conflicts.
