I set up a wireless network in my office and have it set it up the following way.
Im running Cisco 2504 with 15 1140 AP attached with an IP scheme 10.10.x.x. with my router doing DHCP.
The WLC is set up the following way.
Interface one is the management interface untag
Virtual interface is configured as well.

Every thing is working fine but when I created a second interface for a guest network the WLAN created for the guest wouldn’t use the web login, but if I but the guest on the management interface then web login works. I was told to create a second interface as a AP-Manager.

If I create this AP-Manager on the second interface, will the AP move over from the management interface to the new interface?
If I create a new WLAN associated to the AP-Manager, will web login work?

Let's do it a simpler way.  Take a screenshot of the Interfaces summary page, and the page for each individual interface.
