Exchange 2013 Setup error on Server 2012

I am getting an error on the setup of exchange:
The following error was generated when "$error.Clear();
          if ($server -eq $null)
            set-ExchangeServerRole -Identity $RoleNetBIOSName -IsProvisionedServer:$true -DomainController $RoleDomainController
        " was run: "Active Directory operation failed on XXXX.XXX.LOCAL. This error is not retriable. Additional information: The object cannot be added because the parent is not on the list of possible superiors.
Active directory response: 00002099: NameErr: DSID-030510C6, problem 2005 (NAMING_VIOLATION), data 0, best match of:
      'CN=XXX,CN=Servers,CN=Exchange Administrative Group (FYDIBOHF23SPDLT),CN=Administrative Groups,CN=ExchangeOrg,CN=Microsoft Exchange,CN=Services,CN=Configuration,DC=XXX,DC=local'

Any ideas?

Still the Win2012 and Exchange2013 do not have any official Documentation .... rest i can tell you some things

1. Win2012 with Exch2013 has been seen with some issues while on VM
2. Ensure Windows2012 is installed with all updates
3. Please first meet pre-reqs for Exchange 2013

Ok, I have been working on this all day.  I am still getting the same error.  I have tried using ASDIedit to add additional possibleSuperiors to all of the schema discussed in the articles listed, but with no luck.

I also wiped the server, removed the Exchange Org, and tried re installing with a new org.

The Schema prep, and AD prep worked fine both times, it just fails on install of the transport.

Any Ideas?
