Upload Pictures to pdf on website

What I'm Looking for:
I would like to find a tool that I could use on a website I'm bidding on that would allow me to make a pdf out of pictures automatically for people logged into the site.

Details -or- Imagination gone wild:
     * A logged in user would click a button "Upload Pictures"
     * They would upload 4 - 10 -15 pictures
     * A pdf would be made out of the pictures - say 4 per page
     * They would have the opportunity to make a comment on each picture
     * The pdf would be saved on the site under a predefined name.
     * At anytime a logged in user who is at the site could look at / Print  the pdf for the home.

Some Facts:
     * This is a site for a charity that repairs older people's homes.  So each home would have the possibility of a pdf with pictures.
     * Plan on using VB.Net to build the site with SQL Server as the backend.

pdf export can be done using iTextSharp

for the .net interface part ... there is no shurtcut, but writing code. I guess that ajax can make things easier
