Microsoft Onenote video playback freezes after one second

I have an HP laptop and can record videos on OneNote.  However, when I play it back, it freezes after one second and I have to press fast forward 10 seconds to move past the frozen point.  
How can I remedy this?

There is an option in OneNote to fix this.

Go to File > Options > Audio & Video > Set the first option to 0 seconds.
