I had worked on a lot of EmailAddressPolicies for a client with many customization ... but that was for Exchange 2010 please check

To create an Email Address Policy for a specific database we cannot use the Exchange EMC or GUI, it is only possible using the Exchange Command Shell.

Syntax would be somewhat like
New-EmailAddressPolicy "EAP Name" -RecipientFilter {((Database -eq "Distinguished name of the Database") -and (RecipientType -eq 'UserMailbox'))} -EnabledPrimarySMTPAddressTemplate 'SMTP:@Domain.com'

If doubts do let me know
