when I am browsing to website from IIS7  I am getting   Restricted Access page.

If I type the web address in Internet Explorer outside IIS 7, I can view the default page but it is not the updated one that is in the   C:\inetpub\wwwroot2  physical path.  It is pointing to old default page.     Any ideas?

Yes, you need a combination host record and http name binding for the new website.

name binding:
http://technet.microsoft.com/en-us/library/cc753195(v=ws.10).aspx

host record:
https://support.gearhost.com/KB/a302/add-records-to-dns-in-windows-2008.aspx
