how do I run this py file?

What do I need to open a python script, specifically this one:

http://code.google.com/p/hash-identifier/source/browse/trunk/Hash_ID_v1.0/Hash_ID.py?r=2 

I have a windows 7 laptop, how do I run that py file? Is it via the command prompt?

I am totally new to python. Can you give me an idiots guide on how to run this script?

You'll need to install the Python interpreter/runtime, from here:
http://www.python.org/getit/

Then, to make things easy, add python to your PATH:
http://docs.python.org/2/using/windows.html#setting-envvars

Then download the python file, open a command line at the folder it's in, and run:
python <name-of-file>

eg:
python hash_identifier.py
