Cant Connect to RemoteApps RDS Server 2008R2

I have one user that cannot connect to our remoteapps on our RDS 2008R2. He is the only one having problems. He has tried different computers and always gets this error after he selects any of the apps he tries to open, "this computer can't connect to the remote computer. the two computers couldn't connect in the time allotted..."

is this internal or across the internet?
have you tried logging into the terminal server as him in the normal way to see if there is a problem with him logging on?
