When I click on an email address on a website I expect a blank email to open in Outlook 2010 as this has always been what happens. Now when I do it nothing happens. I'm wondering could this be a Windows 8 issue or have I somehow accidentally changed some setting on my machine. I've tried this on a number of websites using different OSes but the only one that fails to react is Windows 8. But I suppose it could still be my settings. I don't know anybody else running Windows 8 to try the same websites.

Press "Start" and type "Set your default programs" and click on "settings" in the search bar.

There you should be able to locate Outlook select it and choose "Set this program as default".

I included an screen shoot.

Did the trick for me.

Perfect! Problem solved. Thank you hench01. I think installing Windows 8 must have been the cause of the change on that setting.
