Rules not working in exchange 2010 from Outlook client 2003

We upgraded from an exchange 5.5 to Exchange 2010.  Our users had rules created in Outlook 2003 in Windows 2000 Terminal Server desktops with Outlook 2003 clients.  We used exmerge to copy the mailboxes to PST's and we imported their mailboxes with PST Caputure.  The users rules for forwarding email to an external email address that the users use to receive email on their phone.  We are still working out the exchange active sync issues For now would like to resolve the rules of forwarding all email to an external email address not working.  I have also used the /cleanrules switch with no luck.  Any suggestions?

I would suggest you to upgrade to outlook 2010 to enjoy cool features like autodiscover, mailtip & etc..

Outlook 2010 is planned for some time later this year.  We have the client but we are still on legacy terminal servers and would like to upgrade them and put the Outlook 2010 client on newer OS.
