Unable to debug SP or TSQL statements in SQL 2008 R2

Unable to debug SP or TSQL statements in SQL 2008 R2. I get error as shown in the attachment. How to resolve this issue? Please do help.

Other than built-in debugging option what are the other ways I could debug SPs and T-SQL statements?

In production I won't have VS. Hence it is not possible. My intention is to debug in production.
