can't print a range of pages from hp color LaserJet 4650 but can print whole documents

Multiple users on windows 7 can't print a range of pages from an hp color LaserJet 4650.  if they select a range it says it prints but nothing comes out.
 They can print entire documents if they don't select a range.
Tried installing all available drivers using TCPIP printing after deleting all print drivers and rebooting.  Same problem no matter which print driver is used (legacy print drivers, windows 7 print drivers, global print drivers, pcl 5, pcl 6, print server default driver, vista driver, etc.).
