I have an Excel workbook that gets updated via refreshed SQl query. Instead of downloading this into a new Access database every time, is there a way to refresh the Access database as well with the new Excel workbook?

you can create a link to the excel file from Access db..

and everytime the excel will be refresh, you will get the same refreshed records   in Access

to  create a link
External Data > excel , select the option Link

select the excel file
