Can I use GoogleTV as a bulletin board?

I have a 4-year old Google TV.  I don't want to use it to watch Netflix.  I want to use it in an educational environment as a billboard...basically to direct people for seminar A to go to the Johnson Conference room on the 2nd floor, or remind staff to register for the Bake Sale.

Since it can connect to the network, I assume that I can address it at its specific i.p. address, but don't have any idea if there is firmware that will allow me to type messages to display, or a program that might even allow me to create more active or colorful or picturesque visuals to display?

The support site is limited, so I'm hoping for some help on this...thanks

Google TV includes the Chrome web browser, so you should be able to use IIS on a local computer to host a simple website with the desired content and then point Google TV to that website.

I like that solution.  Is there also a way to load a simple bulletin board type program directly on the Google TV and/or to access it directly from a network computer?
