Inbound emails with attachments not receiving

We have an external client that is reporting that when she sends us an email without an attachement they go through. But when she sends an email to us with a small pdf attachment she is getting back the following message:
Delivery is delayed to these recipients or distribution lists:
Subject: RE: XXXXXX
This message has not yet been delivered. Microsoft Exchange will continue to try delivering the message on your behalf.
Delivery of this message will be attempted until 1/16/2013 8:49:29 AM (GMT-05:00) Eastern Time (US & Canada). Microsoft Exchange will notify you if the message can't be delivered by that time.
I'm at a loss. I checked out mail troubleshooter and could not find any of the emails she is reporting. I checked our spam soap reports and they are not there as well as quarantined email - even then the users should get a bounce back of the issue as to why the message was rejected. I have checked our hub transports queues and they are not there.
Kind of looks like it is sitting in their queue?
