terminal server licences

I have a several Terminal servers windows 2003 and license server windows 2008 .
I have 30 machine licences.

if one windows xp or 7 user login to one of my terminal server then license server keep  his certificate ,the other users can not connect.

example: if i look at the license server there is double computer name and 2 licenses uses.

Can i do something on the License server the other user can connect terminal server too?

Just guessing here but it sounds like users are closing session windows and not acutally logging off.  This results in the server keeping their session open but then they create a new one.  You might consider enabling some idle timeouts.

is there way can i diskonnect the users? Because when i look at under task manager on the terminal server i cant see users name?

which time limit is ok? 6 hours or more..?

I would personally set it based on the Max estimated time that someone will be away from their desk.
