Refer to attached.

My kid must have done something to the Win XP:
now whenever I press Ctrl-Alt-Del, got the attached
screen.  Previously the Task Manager used to have
more options including Hibernate/Shutdown but
not anymore.

When I click Start, Shutdown, it simply gave an
hour glass which could be there for 5 over minutes.

Btw, is "Standby" mode, is a laptop consuming power/electricity?
In "Hibernate", I read it does not consume any power

Click on a link to "fix things on the PC" or gone to a dodgy website. Either way the result is malware.

Use your virus scanner to do a full scan and then go to online Malwarebytes and scan with it.

Let us know after that.

In answer to your other question, Standby uses a small amount of power (nothing that will discharge a charged battery). You cannot remove the battery under Standby.

Hibernate writes the current state to disk and shuts down. The startup is much fast because it restores the running state. I think you can change your battery under Hibernate.

It's not a Malware issue & it's fixed by following the url below:
(basically File Menu & tabs missing & Task Mgr became a mini
stripped-down screen: by double-clicking on the left side, it
 restores it back) :
   http://www.winxptutor.com/taskmgr.htm
   http://www.mydigitallife.info/task-manager-tabs-and-menu-bar-missing-or-disappear/

I'll assign a medium grade for coming forth to help
