Do the users have rules set up in Outlook?  Try removing the rules and restarting Outlook. Test to see if the problem has gone away. You can always re-establish the rules.

If there are no Rules, then try an Outlook Repair. Office 2010 is now at SP1 so be sure SP1 has been applied.

vicky19--If this is a web based email program, go to the email supplier site and delete the email from there.  I suspect when the email is moved to a new folder, the email supplier server thinks it must again send the email.

If this is Exchange, try deleting the local OST file and remaking it.

If this is POP3, find the SCANPST program in the Outlook (Office) program folder. Then run SCANPST against the Outlook Email File (nominally OUTLOOK.PST). Make a backup of the PST file first.
