can someone tell me how app-v is different from remote desktop services? also, how do offline applications work?

Are you talking about Remote Apps?  If so it uses Remote desktop but only opens the program via Remote Desktop session.  If you close the program the Remote Desktop session closes also.  When you setup a remote app it creates a special RDP shortcut for that app that you can distribute to your users.
