User wants to use an Android PAD to download his own emails from Exchange Server.
If he can download all emails, but he cannot display the content of all confidential emails(secured), which email client app can meet this requirement?

None.

Any email he can access from his account will be available on the tablet device.  If your 'secured' messages are delivered via a site that requires you to retrieve the message, you could block that particular site and deny them access to change it, but that's about it.  Even that depends on your tablet.
