Apple device do not send mail with attachments

Good afternoon.
Some Aplle devices do not send email use ActiveSync when a email have attachment.
In the IIS logs is presented here is a message.

Looks like your throttling policy is restricting the device.

have a look here for details if it's exch 2010.
