Is it possible in salesforce.com to make one report and have it run data only for the logged in user without having to make each user their own report?

short answer is yes - reports and most functionality in Salesforce only allow you to see the data you have access to.  Dashboards on the other hand run as a specified user and run with the access of that specified user.

Also its possible to create reports that are saved and shared with users or groups etc so each user doesn't have to create an individual report.
