Windows XP was already activated after reinstallation.
Now I try to login and it says that you should activate it before you can login .
SO I activate it again but it still doesn't let me login saying that you need to activate windows.
So, I try to activate it again but now it says windows is already active.
how can i break this cycle?

There are several causes but let's try the easiest of the fixes:

Can you launch safe mode?
if so run Regedit and make two changes

HKLM\Software\MicrosoftNT\CurrentVersion\Winlogon
(change the Activation Required value to zero)

HKLM\SoftwareMicrosoft\WindowsNT\CurrentVersion
(change the RegDone value to 1)

If you are in Safe Mode also check that the two files in the C:\Windows\System32 folder: Wpa.dbl & Wpa.bak. are not set as Read Only:
