Exchange 2003 audit of external email received?

I would like to see what can be done from an auditing perspective to determine what Exchange 2003 Accounts are receiving external email and if possible when the last external email date was.

Any tools out there that can help me with this task?

I decided to try with a SCOM 2007 R2 report for Exchange 2003 called SMTP in recipients by message count.

This somewhat does what i need, but not fully. Still would like some suggestions.

Exchange doesn't really track that information.
The most you can do is look at message tracking logs, which can be queried with other tools (as the format is well known). However message tracking logs only store the information for a set period (as set on the properties of the server in ESM). If the account hasn't received email in the time period of message tracking, then you will get nothing back.
