Emails flagged as marked completed after archiving as pst, reverted to incomplete status after attached back to outlook client.

If they were not complete prior to archiving, that is probably what happened (incomplete in Outlook). Archiving is a storage tool, not an active email management tool. You need to mark the emails complete prior to archiving.
