VB.net Excel Add-in not connecting on user machine

Hi

I have a VB.net Excel Add-in that connects to SQL databases. It usually connects will when I install it on other  machines except for a case today, which shows the error below. Why would
things work fine on most computers and then not on this?

It looks like either the computer and SQL Server are not on same network or the connection is being blocked by a firewall. The error means that this client is unable to reach the SQL Server.
