Citrix Netscaler CAG change expired password

We are running a Citrix Netscaler CAG (ns9.3) and are unable to change expired passwords from the web. We are informed the password has expired and offered the opportunity to change but it is not being accepted and loops back to the login screen. The new password is meeting policy requirements and can be changed successfully internally.
Can you offer any suggestions?
