I have a report the passes in 2 parameters, endusers want to only view the parameter they wish to pass in.   In my case we use Item or Location.   Is it possible to have toggle the parameters visiablility?   Case: if i want to Sort by Item i do not want to enable the location parameter.

Unfortunately you cannot affect on parameter visibility dynamically.

What you can do is add more logic to your queries.
You could add parameter stating 'Use Item or Location' (parameter sort)
You can also fill the @Item parameter list depending on this first parameter. Either with locations or items (if possible).

Then the main dataset:
if @Sort=1
SELECT * FROM #t
WHERE Item = @Item
ORDER BY Item
ELSE
SELECT * FROM #t
WHERE Location = @Item
ORDER BY Location
