Symantec Endpoint Exceptions

We have Symantec Endpoint 12.1 installed and the client on all our PC's. I would like to block users from NOT being able to add exceptions from their client - how would I lock this down via password or turn off the ability all together? I have poked around, but think I am overlooking this setting somewhere.

In the management console choose clients, then click the policies tab.  Under the exceptions policy you can configure just what exceptions they can add, or if you expand location specific settings you can lock down the client completely by changing the client user interface control settings.
