Windows HELP File Creator Program Recommendation

Hello,

I am looking for recommendations for programs to create Windows HELP files. So far, I am aware of ePubliser ($1,500) and Robohelp ($999). Are these the only two help file programs of this quality and cost, or are there others just as good that cost less?

Please send me your recommendations for help file programs. My primary goal is to create Windows HELP files with context sensitive help, but it would also be nice to have enhanced features, such as a WYSIWYG editor.
