SQL Server status symbol not green

Years ago I knew how to fix this one, but now I don't remember.  In SQL Server management studio, the symbol next to the name of the server and the agent would have a green triangle displayed.  Now in one server instance, it does not.  I remember the fix had to do with a protocol.
Can you tell me how to fix this?

I went to check if the firewal was running on this server, and got this message:
Windows Firewall cannot run because another program or service is running that might use the network address translation component (Ipnat.sys)

Also, Ive noticed that I cannot open up my mapped drive to that server.  I get " the specified network name is no longer available."

Is SQL Browser service running on that server? Is TCP\IP protocol enabled under Network Client Utility?

I've discovered what the real issue was with this server.  A few days ago, we had a city wide power failure and our backup UPS/generator failed too.  This server crashed and when it restarted 8 of the services did not restart among them were the server service and the computer browser service.  After I started them, the problems I was having seem to have corrected themselves.
