Lotus Notes - Out Of Office issue

We have one user out of a couple of hundred whose Out of Office agent refuses to run (although it has previously).
As a full admin, I have checked the dates and settings and they are correct (it should run every 30 minutes). I've also double checked that he hasn't got a tick in the "exceptions" window.
He is a full manager of his mail database, as is the single server we run here. I have tried using different PCs so it's not a corrupt Windows profile. I have replaced his template - I've even lowered it to Notes 5 to check it in that environment.
The user can go into VIEW/AGENTS and run it manually and the agent then works without issue, but no matter how many times we go in and disable/re-enable, it simply doesn't run, nor does it show up in the Lotus Domino Admin STATUS/AGENTS window.
I really am struggling to come up with any reason why this should fail - can anyone suggest things I might have failed to check?
