Windows 7 Home Registry hack disable time change

I want to ask if its possible to prevent an user to change time and time zone in Windows 7 Home using registry hack? Using registry hack becouse WIndows 7Home doesnt have GPO included.

you can run gpedit.msc on this comupter and make the settings you need locally.

Windows 7 Home doesnt have gpedit.msc? I dont understand..?

A limited user account does not have permissions to change the date/time settings.  You could make the account a limited user instead of an administrator.  

gpedit.msc does work on Home Edition with a little bit of effort.
