First let me say this is a great community, i have gotten a lot of great info on here already. Second, let me apologize for how long a msg this is going to be, due to I did do a search on here for my answer, found great info, tried most of it, and still cannot resolve the issue, hence why i am posting up a questions.

I recently rebuilt a WSUS 3.0 server running on Server 2003 R2 SP2, which is no longer supported by MS.
I have 15 servers connected to this server for updates and 45 client computers.
Of the 15 servers 4 are reporting in, and when i refresh, it does show current time and date and patches installed.
The 11 servers and Client PC's are not reporting in with the WSUS server.
I searched this site, and as mentioned found a lot of great information, and tried most:
I ran the WSUS Diag tool
I installed per companies documentation
I made sure that the IUSR_Computername is there, with proper rights to the SelfUpdate folder.
IIS is set to default website, port 80, and went through all the config settings, and information i found on here.
the GPO is pointed to the server, and i even tried entering the FQDN for the server into the GPO. Since the server was rebuilt, i even tried deleting and re-creating the GPO, just in case the original one had a unique server ID associated with the server name.
One the client side, windows fire wall is turned off, i have found and created some batch files, and reg hacks on here and run them, i keep running the: wuauclt/resetauthorization/detectnow from CMD, to refresh, and again nothing.
At this point i am at my wits end, not really sure where to proceed, as i have spent about 3 days on this, searching trying fixes and anything i have read from this site.
What baffles me is that it appears to be partly working, as mentioned, 4 out of the 15 servers seem to be checking in and reporting their status... So on some level, the server is working, but what is keeping the other 11 servers and 45 pc's from checking in?
