Rtraceroute and router Issue ... how two isolate

Say, I notice latency on this adsl line connection.

I've a traceroute in each direction.
Can you assist to pinpoint the offending routers ip and DNS description pls...

Your very first hop from 197.245.11.96 to 197.245.11.1 is already 175ms. Delay from that first hop onwards seems alright.

I'd say that's where your problem is (between 197.245.11.96 and .1). Check interface statistics, wiring, etc there.

The other side looks alright.
