hello,

we need develop an ios and android app that can allow customers to review us on mobile devices. i.e google+, Yelp, Citysearch, etc.

i need to know how  can get this done.

Well first and foremost it would help to let us know a little more about the application.  You can either do it native ( xcode and objective-c for ios and java for android ) or you can use a canned code compiler/generator that generates native code from html and css code ( IE: appcelerator, corona sdk ).  Personally I prefer the native method as you can truly do some cool things with data and overall user experience.  Not knowing much of anything other than what youve said about the application, Im going to include the IDE's for development, links (where applicable):

Native Option

iOS
IDE:  XCode - http://developer.apple.com
Language & Framework:  Objective-C / Cocoa
Android
IDE: Eclipse or Intellij IDEA ( my preference )
Language:  Java

Code Generators

Appcelerator - www.appcelerator.com
CoronaSDK - www.coronasdk.com
