IE popup will not move to top on some Windows 7 machines

Test.txt I have a VB script which is supposed to get my attention, under certain conditions, by launching an IE popup which moves to the top with focus.  It always works with Windows XP machines, but is inconsistent with Windows 7 Professional 32-bit machines.  I've included several methods of trying to set focus on the popup, but the results are inconsistent.  On machines where it does not work, the settings for IE9 are the same as on the machines where it does work.

ddantes--I wonder if the settings in IE Tools|Internet Options|General tab|Tabs section|Settings have anything to do with what you experience.  I find that the opening of a new window/tab with focus is not always consistent.

Thank you for your comment.  I visited that Tabs section and tried all the options, but it didn't change the popup behavior.  There was no focus on the popup, even if it is the only open window.

However, you brought my attention to "settings", and the issue was resolved by navigating
in regedit to

HKEY_CURRENT_USER\Control Panel\Desktop\ForegroundLockTimeout
and changing to a decimal value, and setting it to 0.
