I have a report that show "All" data

I want to add two comboboxes

Exch one will filter on distint values in a column

For example...
The report may have 1000 records, but only three distinct usernames

I want a combobox that has a blank for all, and then the three distinct users.
On select of a user, the report is filtered.

...so you should use the switch 'Allow multiple values' behind the parameter.
That switch will allow you to choose all the usernames when needed on the report.

Is that what you are after?

Here is one step-by-step example:
http://www.wiseowl.co.uk/blog/s187/multivalue-reporting-services.htm

You need two datasets, one for the parameter and one for the main report.
At the end the author adds filter to the tablix. You shouldn't do that - if your data is more than a few hundred rows.
Instead, add WHERE-clause to your main dataset:
WHERE user in (@User)

It would also be better if you found user names and id's somewhere else than transactions (users-table?) for the parameter. Then filter the report query with user_id's.
