Can't turn HP 8530w laptop off or on from dock

Hi,  I have a user with an HP 8530w laptop who cannot turn the power on or off from the dock.  However, while docked, she can open the lid and power it on and the power light on the dock turns on.  I have checked the power setting on the laptop but don't see anything that would indicate that it affects the ability to power on from the docking station.

can you test it on another docking station?
that would show if the problem is with the station, or the laptop

We swapped out the docking station and it still will not power on.  We also put a different laptop on that docking station and it did power on so we know it is an issue with the laptop.  I just don't know if it is a setting or hardware issue.

ok - good troubleshooting sofar
if it worked OK before - you can do a system restore to that date, and watch what updates  are installed
or rollback the updates

The user doesn't know if it ever worked.  It is looking like we will have to send it in for diagnosis.
