User having difficulty opening Excel from Sharepoint

I have a user who when he clicks on a link to an excel file nothing happens.  Same when he tries to just "Edit in Microsoft Excel" although it changes the document to checked out.  He is able to open PDFs and Word documents, just not Excel.

I'm thinking either there's an ActiveX issue or Office isn't installed correctly. Try this:
If you have pre-Office 2007/2010 products installed on the machine, run Setup and remove the Windows SharePoint Services Support component.
For each Office 2007/2010 product, run Setup and ensure the Windows SharePoint Services Support component is installed (under Office Tools).
You may also need to Repair the Office 2007/2010 product.

It turns out that a process was open - when closing it in task manager it started working again.
