Window 8, Laptop 7720 (17SE), problem with key ' " '

When I type '/" key (single quotient and double quotient), it does not get displayed straight away on notepad or source insight gave out strange looking 'p' char.
Something in the Window 8 made this key act funny.

When I press key twice it gave out "" or '', this is not what I wanted, I wanted " or '

I use  double quotient for c programming to send ASCII message out.

Any suggestion how to fix this?

Hi.

Please verify what keyboard layout is set. To do so, use explorer to navigate to Control Panel\Clock, Language, and Region\Language.
Also it could be helpful if you provided a screenshot of the "p".
