Manual uninstall Query

I have some issues with the server and couldnt perform the uninstall using Add\Remove programs now i am trying with the manual uninstall but is it necessary to Reinstall IIS after the restart as what article says

Its only if that server would be used for some Web services again if not no need as we too have worked and took the servers out of the environment so why would one redo something that isnt going to be used

No its out of the door so not reinstalling IIS or anything just the server is not showing in ESM so good
