Can't create Android Application Project in Eclipse

I am unable to create an Android Application project in Eclipse. I just installed the latest version of Eclipse so it may be related to that.  I have many existing Android project that work just fine.

The problem is discussed here:

but no suggest solution there fixes my problem.

I ended up reinstalling eclipse and the sdk, but I instead of installing them separately, I installed bundle:
http://developer.android.com/sdk/installing/bundle.html
and I don't get this problem anymore.
