an error occurred while releasing interface wireless network connection the rpc server

this appears in a  windows 7 laptop when I try to do a ipconfig /release

the problem first is the laptop will not pull an ip from either hardwired or wireless. I flushed dns uninstalled and reinstalled drivers.  Standard windows network diagnostics wont fix anything. I have tried a system restore and it fails.  winsock reset as well.  I am left with nothing else or basic google search and fixes ive done. also RPC service is running fine

how about the "DNS Client" and "DHCP Client" service. Are they running?

Set them to automatic start up.
