How to install a Google Play Andoid applicaton intended for the USA when overseas

Hey experts,
I am not sure if this is an ethics question or a software question.

I am a US Citizen living in Singapore.  For some purposes I can function as if I am an American on the Internet by using a proxy server so if some content is banned in my country I can appear to be in the US.  This is the only way, for example, that I can log into my US Paypal account.

Now I want to do the following very innocent thing.  I want to install the Atkins Diet official carb counter (which is a free product) on my Android phone but I get an error message saying this is not available in my country.  I use my proxy server on the phone.  I verify that it  being detected as a USA IP address.  I visit the web page whatismyipaddress.com and it shows I am in New York.

I try to install the carb counter.   It still says "not available in your country".

What's the deal? I still pay taxes to Uncle Sam (even though I'm living overseas).  I have a US passport and vote but that mean Dr. Atkins says I'm not American.  Actually he's expired so it's his organization that's blocking me.  All this trouble for a FREEEE product!

Phil,

Can you post the link to the App you are trying to download? There's so many Atkins diet carb counters, I don't know where to start looking.

OK. Basically the Play market detects your "location" based on the network code of your sim card. If you still have a US sim card, put that in the phone, try installing the app, then swap the card out for your local one.

If that doesn't work, there used to be an app called Market Enabler that will let you change the network code, but I can't even find it any more. If you can't swap out the sim card, let me know and I'll if there's any other option available.
