that normally means that explorer has not started properly.. start taskmanager (ctrl-alt-del) and then close all explorer processes and then restart one.
Hello
You can also check the system for viruses from safe mode. Use a fresh updated antivirus.

Hello,
I check the task manager. No explorer processes listed.
Also "Safe mode" no desktop icons after log in.
Checked for viruses, booting from another HDD and no viruses detected.
The http://support.microsoft.com/kb/256194 did not fix it.
Please advise
Thanks

did you try and start explorer.exe from the task manager?
If the machine start "properly" you can try to connect using the management console. That will allow to see the event log and have more information about explorer.
